The third future that Wagar insists on is the future of self-supporting governments supported by a lot of communities. In the third future, people will no longer need the public services from bureaucratic governments. The public services will give place to the thousand of self-governing, self-supporting communities that are composed of many individuals. People can live handily without military forces, without conflict for markets and profits, or without endless consuming of products in such communities. Although the communities have to achieve fundamental advances in technology in order to be self-sustaining, Wager states that the advances are likely to be accomplished as information technologies become more powerful and flexible.

The second future that Wagar insists is the future of democratic socialist world order. The democratic socialism aims at removing inequalities of wealth and opportunity, disarming military force of states, or settling worker democracy in the world. Although it allows developing countries to evolve in their own way and their own speed toward democratic socialism with the financial help from the world commonwealth, the democratic socialist system might lead to a domination of the people by a huge bureaucratic government. Therefore, I think that, if the world order became a democratic socialism, people should pay much attention to the doing of bureaucracy and control it strictly.

The first future that Wagar insists is the future of globalized liberal democratic capitalism. While small number of rich people in the core and some peripheral states can get benefits from the world capitalist system, much more people in the rest of the states must live poorly. Thus, capitalism that have been creating a few winners and a lot of losers will have difficulties in coping with the resentment and angers in the many states. In addition, the capitalism world system will also be faced with the danger of disintegration when it has trouble in dealing with the mounting costs of keeping the system running effectively. Therefore, although the liberal capitalist world system will continue to be enormously powerful, it may collapse because of its top-heavy, over-centralized, and insolvent tendencies.
